What it means

Stop signs are designed to notify drivers that they must come to a complete stop and make sure the intersection is safe, without vehicles and pedestrians before continuing to pass the sign.

A stop sign is the only sign in the shape of an octagon.
When seeing a stop sign, you need to stop completely. Slowing down but not completely stopping is called a "rolling stop", which is illegal.
