MVD Express was founded by Janice Lucero, a long-time Albuquerque resident dedicated to education and community service. In 1994, New Mexico mandated a drinking-and-driving prevention course for first-time driver’s license applicants. As an educator, Lucero successfully bid to become the state’s sole instructor for the program and developed the “None For the Road” curriculum. Recognizing an opportunity to improve the public’s motor vehicle experience, Lucero pioneered privatized MVD services in New Mexico, officially establishing MVD Express. Today, MVD Express serves over 300,000 customers annually through our Retail, Commercial, and Support divisions. As a leading third-party agent and state partner for New Mexico and Montana, we process driver licenses, Real ID cards, titles, registrations, and dealer services. We understand the budget constraints and operational challenges faced by government agencies, so we design flexible, cost-effective solutions that help manage growth and service overflow. Our commitment to continuous improvement drives our operations, ensuring efficiency, transparency, and accountability across every touchpoint. Our multi-channel approach is built to support both everyday consumers and commercial partners. We also offer comprehensive call center and help desk support, strategic consulting for motor vehicle and licensing operations, request-for-proposal development, and system modernization. To deliver these services effectively, we operate three specialized divisions: Our retail division delivers license, Real ID, title, and registration services through a network of convenient locations across New Mexico. We maintain a strong base of repeat customers thanks to expertly trained staff and an average wait time of just fourteen minutes. We keep service fast, accurate, and friendly through proprietary real-time queuing, workflow automation, online appointment scheduling, extended weekend hours, and ongoing compliance training that keeps our team aligned with state regulations. Our commercial division operates multiple processing centers in New Mexico and Montana, serving more than 200 clients including auto dealerships, financial institutions, and rental car agencies. Our dedicated team processes titles, registrations, and motor vehicle record checks with a typical 24- to 48-hour turnaround. We also use TRACER, our proprietary tracking platform, to streamline and monitor the entire titling process from start to finish. To allow our retail staff to focus on in-person service, we launched a dedicated support call center in 2009. This team now handles approximately 30,000 calls each month, including Tapestry helpdesk inquiries from commercial clients. In addition to answering questions, our agents process registration renewals, reinstatements, and appointment scheduling over the phone. Calls are routed by agent expertise to ensure quick, accurate first-contact resolution. Beyond our daily operations, MVD Express is deeply committed to the communities we serve. Since 1994, we have sponsored local sports teams, graduation events, youth symphony programs, and gift drives for families in need. We believe in giving back through time, resources, and expertise. Our team also maintains a strong partnership with Roadrunner Food Bank. Since 2009, more than 85 percent of our staff has participated in our voluntary payroll deduction program, helping us raise over $100,000 to support hungry families statewide. Our commitment to service extends to organizational leadership as well. President and CEO Janice Lucero has held numerous board roles, including the Albuquerque Youth Symphony Program (Board Member 2002–2016, President 2013–2015), the Albuquerque Hispano Chamber of Commerce (Board Member 2010–present), Roadrunner Food Bank (Board Member 2011–present, Treasurer 2015–present), and the Presbyterian of Central New Mexico Community Board of Trustees (Board Member 2016–present).
