Overview
Northwest CDL Test Center, Inc. was founded in 1993 when Ken Howell purchased the testing rights from Owens Community College. Owens had been conducting CDL tests since 1991 to help Chauffeur’s License holders make the transition to the new Commercial Driver License. The CDL was mandated by the federal government to reduce the number of drivers holding licenses in multiple states and evading accountability for violations. The law required all commercial motor vehicle drivers to possess a CDL by April 1, 1992.
After two years of assisting a large number of drivers with the conversion, Owens decided to leave the testing business—leading Mr. Howell to establish Northwest CDL Test Center. As a former examiner for the State of Ohio and an employee of Owens at the time, he brought the hands-on experience needed to provide quality, reliable testing for new truck drivers.
The first location opened on Central Avenue in Toledo, Ohio, at the Riechart Building. In 1998, Northwest CDL moved to Rossford, Ohio, into the Hunger Industrial Complex just off I-75. Then, in 2001, the center relocated to its current home on Oregon Road in Perrysburg, Ohio. Here, they’ve built one of the finest testing facilities in the state and continue to deliver high-quality, valid, and dependable tests to help keep the motoring public safe.
